Heat ghee in a frying pan over medium heat until hot.
Pour a ladleful of batter into the hot ghee, shaping it into a round disc.
Fry until golden brown on both sides, about 2-3 minutes per side.
Remove from ghee and drain on paper towels.
Prepare sugar syrup by dissolving sugar in water and boiling until slightly thickened.
Add saffron and rose water to the syrup for flavor.
Soak the fried malpua in the warm sugar syrup for a few minutes.
Garnish with chopped pistachios and cashews before serving.
