Instructions
- 1Mix flour and salt in a bowl.
- 2Cut in butter until mixture resembles coarse crumbs.
- 3Add water gradually, mixing until dough forms.
- 4Knead dough on a floured surface until smooth, about 5 minutes.
- 5Wrap dough in plastic and refrigerate for 30 minutes.
- 6Cook ground beef in a skillet over medium heat until browned, about 5-7 minutes.
- 7Add onion, garlic, and bell pepper; sauté until softened, about 3-4 minutes.
- 8Stir in thyme, scotch bonnet pepper, tomato paste, and black pepper; cook for 2 minutes.
- 9Remove from heat and let filling cool slightly.
- 10Preheat oven to 375°F (190°C).
- 11Roll out dough on a floured surface to 1/8 inch thick.
- 12Cut dough into circles, about 4-5 inches in diameter.
- 13Place a spoonful of filling on one half of each circle.
- 14Fold dough over filling and crimp edges to seal.
- 15Brush tops with beaten egg for a golden finish.
- 16Bake in preheated oven until golden brown, about 20-25 minutes.

- 5Add the flaked saltfish, green onions, bell pepper, onion, and parsley to the dry ingredients and mix well.
- 6Gradually add water to the mixture until a thick batter forms.
- 7Heat oil in a frying pan over medium heat.
- 8Scoop spoonfuls of the batter into the hot oil, flattening them slightly to form patties.
- 9Fry the patties for about 3-4 minutes on each side or until golden brown.
- 10Remove the patties from the oil and drain on paper towels before serving.
