Turn the stove to medium high and add 3 cups of water to the pan.
Add the washed cinnamon sticks and the washed jasmine rice to the water.
Add a tiny bit of salt and stir everything in.
Allow the rice to cook until very soft, about 30 minutes, adding more water if necessary.
Once the rice is cooked, let it cool down before blending.
Remove the cinnamon sticks before blending the rice.
Blend the rice, adding more water if needed for a smooth consistency.
In a pot, add 2 cups of water and the star anise and bring to a boil.
Add the blended rice to the pot and whisk to avoid lumps, cooking on medium low heat.
Add the Carnation milk and whisk in the almond extract.
Mix in the nutmeg and brown sugar, adjusting sweetness to taste.
Let it cook for about 2 minutes until thick.
