Tear tamarind into small pieces and place it in a bowl.
Top the tamarind with hot water and let it sit for 20 minutes to soften.
Transfer the softened tamarind to a blender and blend until smooth.
Add more water to the blender and blend again.
Strain the mixture through a sieve, discarding any pulp or fibers.
Transfer the tamarind extract to a small saucepan.
Add jaggery, cumin, kashmiri chili powder, and salt to the saucepan.
Bring the mixture to a simmer, stirring often until it thickens and deepens in color.
Transfer the chutney to a container and allow it to cool completely.
