Mix flour and butter in a bowl until crumbly.

In a saucepan, combine milk, sugar, and cinnamon over medium heat until warm.
Whisk eggs in a bowl, then slowly add the warm milk mixture while stirring.
Strain the mixture through a sieve to remove any lumps.
Pour the custard mixture into the prepared pastry shells.
Bake in the preheated oven for 15-20 minutes until the tops are caramelized and puffed.
Remove from the oven and let cool slightly before serving.
