Prepare the dough by mixing rice flour and water until smooth.
Knead the dough until it is soft and pliable, about 5-7 minutes.
Cover the dough with a damp cloth to prevent drying.
In a pan, heat ghee and add grated coconut and jaggery.
Cook the mixture until the jaggery melts and combines with coconut, about 5 minutes.
Add cardamom and mix well, then remove from heat and let cool.
Grease your hands with ghee and take a small portion of dough.
Flatten the dough into a small disc, about 3 inches wide.
Place a spoonful of the coconut-jaggery mixture in the center of the disc.
Fold the edges over the filling and pinch to seal, forming a dumpling shape.
Repeat with the remaining dough and filling.
Arrange the modaks in a steamer and steam for about 15-20 minutes until cooked through.
Remove from the steamer and let cool slightly before serving.
