Mix flour, water, and salt in a bowl until smooth.
Knead the dough on a floured surface until elastic, about 5-10 minutes.
Cover the dough and let it rest for 30 minutes.
In a skillet, heat oil over medium heat and sauté onions until translucent, about 3-4 minutes.
Add minced meat, garlic, curry powder, and green chilies; cook until meat is browned, about 5-7 minutes.
Remove from heat and let the filling cool slightly.
Divide the dough into balls and roll each into a thin circle.
Place a spoonful of filling in the center of each circle.
Fold the edges of the dough over the filling to seal it completely.
Heat a pan over medium heat and add butter.
Cook each murtabak for 3-4 minutes on each side until golden brown.
Serve hot with cucumber, lime, and chili sauce.
