In a skillet, heat oil over medium heat and sauté onion and garlic until fragrant, about 2-3 minutes.
Add minced meat, coriander, cumin, and pepper; cook until meat is browned, about 5-7 minutes.
Remove from heat and let the filling cool slightly.
Divide the dough into equal portions and roll each into a thin circle.
Place a portion of the filling in the center of each dough circle.
Fold the edges of the dough over the filling to form a square or rectangle.
Heat oil in a frying pan over medium heat until shimmering.
Fry each murtabak until golden brown on both sides, about 3-4 minutes per side.
Serve hot with cucumber, pickles, and soy sauce.
