In a bowl, take all-purpose flour and add 4-5 tablespoons of oil and 1 teaspoon of salt; mix well.
Gradually add water to form a medium dough, not too hard or too soft.
Cover the dough and let it rest while preparing the filling.
In a pan, heat 3-4 tablespoons of oil.
Add finely chopped ginger, green chilies, and 1 cup of finely chopped garlic; sauté briefly until fragrant.
Add 1 finely chopped onion and cook until just done, without overcooking.
Remove from heat and mix in black pepper and finely chopped fresh coriander leaves.
Let the mixture cool slightly before adding 2 tablespoons of mozzarella cheese; mix well to combine.
Divide the dough into small balls and flatten each ball into a disc.
Place a spoonful of the filling in the center of each disc and fold the edges over to seal tightly.
Heat oil in a deep frying pan until hot.
Carefully add the kachoris to the hot oil and fry until golden brown, about 1-2 minutes on each side.
Remove the kachoris and drain on paper towels.
