Cook elbow macaroni according to package instructions until al dente, then drain and set aside.
In a large skillet, heat some oil over medium heat and sauté chopped onion and minced garlic until fragrant.
Add ground beef and cook until browned, breaking it apart with a spatula.
Stir in sliced hotdogs and cook for a few minutes.
Add tomato paste, button mushrooms, whole peeled tomatoes, beef cube, water, soy sauce, and season with black pepper and spanish paprika; simmer for 10-15 minutes.
Remove from heat and mix in cooked macaroni until well combined.
In a separate bowl, whisk together butter, all-purpose cream, and grated cheese; combine with macaroni mixture.
Transfer macaroni mixture to a greased baking dish and spread evenly.
Top with additional cheese if desired and sprinkle with parsley flakes.
Serve warm.
