Combine 200 l warm milk and yeast in a bowl; let sit until frothy.
Mix flour, sugar, salt, and vanilla extract in a large bowl.
Add warm milk for dough, lemon juice, and the yeast mixture to the dry ingredients; stir until combined.
Fold in raisins and lemon zest until evenly distributed.
Cover the bowl with a cloth and let the dough rise in a warm place until doubled in size.
Heat oil in a deep fryer or large pot to 180°C (350°F).
Drop spoonfuls of dough into the hot oil, frying in batches until golden brown.
Remove the oliebollen with a slotted spoon and drain on paper towels.
Dust with powdered sugar before serving.
