1

In a bowl, mix together flour, besan, ground rice, and baking powder.

2

Add green chillies and diced onions, mix and add water little bit at a time, mix until batter becomes thick but not too thick (thickness should be enough to form bhajia).

3

Cover the batter, and let rest for 20 minutes to half an hour.

4

Preheat enough oil over medium-high in a deep-fry pan.

5

Form little bhajia either by hand or Ice-cream scoop or tablespoon.

6

Gently drop into the oil, if oil gets too hot, reduce the heat to medium-low.

7

Using a fork, after 1-2 minutes, move the bhajia around to fry evenly.

8

When the bhajia gets slightly pink, about 3 minutes, remove with a slotted spoon.

9

Place on a plate with paper towel to absorb excess oil.

10

Serve with hot sauce, homemade chutney, or ketchup.
