Add about a half cup of water and a splash of veg oil to a large pan on medium-high heat.

2

Once simmering, add the beef and use the back of a spoon or ladle to smash the meat and break it up.

3

Keep tossing/smashing until all the water has evaporated and the meat's broken up and sizzling.

4

Once the beef is cooked through and browned, throw in the onion and garlic.

5

Fry one minute until aromatic, then stir in the tomato paste.

6

Fry until the tomato paste dries out, about 2 or 3 minutes.

7

Add the carrot and potato and continue frying for another 2 or 3 minutes before adding the fish sauce.

8

Give it a minute for the fish sauce to absorb into the other ingredients.

9

Add the diced tomatoes, chili, and about a cup of water.

10

Season with freshly cracked black pepper and reduce the heat to medium.

11

Simmer for 10 minutes, until the veg are fork tender and the sauce has reduced and thickened slightly.

13

Turn off the heat and add the peas and raisins.

14

Wait a few minutes for the peas and raisins to warm through, then serve immediately with freshly steamed rice.
