In the same skillet, add more oil if necessary and cook garlic rice until heated through and slightly crispy, about 5 minutes.
In a separate pan, fry eggs to desired doneness.
Plate garlic rice, top with beef tapa, and place fried egg on the side.
Garnish with chopped green onions and serve with vinegar on the side.
