Slice beef sirloin into thin strips against the grain.
Marinate beef in soy sauce, oyster sauce, and black pepper for 30 minutes.
Heat vegetable oil in a large skillet over medium-high heat until shimmering.
Add minced garlic and sauté until fragrant, about 30 seconds.
Add marinated beef to the skillet and stir-fry until browned, about 3-4 minutes.
Remove beef from skillet and set aside.
In the same skillet, add sliced onion, bell pepper, and carrot; stir-fry for 2-3 minutes until tender-crisp.
Return beef to the skillet and mix well with vegetables.
Dissolve cornstarch in water and add to the skillet to thicken the sauce.
Stir in sugar and adjust seasoning with salt and additional black pepper.
Cook for another minute until sauce thickens and coats the beef and vegetables.
Garnish with chopped green onions before serving.
