In a large container, mix 1 cup rice flour, 1/2 cup potato starch, 3 tbsp tapioca starch, and 1/2 tsp salt.

Add 3 cups of water and mix again. Let the batter rest for 30 minutes.

Marinate the beef by slicing it thinly and mixing it with 1/4 tsp ground pepper, a pinch of salt, 1/2 tbsp dark soy sauce, 1 tbsp oyster sauce, 1 tsp tapioca starch, and 1 tbsp vegetable oil. Let it rest.

Chop 1 onion into chunks and 3 spring onions into sections, keeping the white parts with the onion. Chop 4 cloves of garlic.

After 30 minutes, mix the batter and add 2 tbsp vegetable oil. Heat an 11-inch frying pan over medium-low heat.

Pour 1/2 cup of the batter into the pan, spread it, cover, and cook for 1 minute. Transfer to a cooling sheet and oil each sheet to prevent sticking.

Repeat the process to make more sheets and cut them into noodles.

Heat a pan over high heat and add 2 tbsp vegetable oil. When hot, add half of the chopped garlic and the marinated beef, searing for 40 seconds on one side, then flipping and cooking for another 10 seconds before stirring for 15 seconds. Set aside.

In the same pan, add 1 tbsp vegetable oil and the remaining garlic. Once golden, add the onion and white parts of the spring onions, stir for 30 seconds.

Add the rice noodles, 2 tsp dark soy sauce, and 1 tbsp light soy sauce, letting them grill for 3 minutes while flipping occasionally.

Add the beef back to the pan and mix for 10 seconds. Finally, add the bean sprouts and green parts of the spring onions, stir briefly, and turn off the heat.
