Stir in diced bell peppers and tomatoes, cooking for another 3-4 minutes.
Add beef to the pot, browning on all sides for about 5 minutes.
Pour in blended tortilla mixture, stirring to combine.
Add water, bay leaves, oregano, and black pepper; bring to a simmer.
Reduce heat to low, cover, and cook for 1-1.5 hours until beef is tender.
Stir in lime juice and chopped cilantro before serving.
Serve hot with avocado slices on the side.
