Cube the shin beef and season with salt and pepper.
Add a couple of tablespoons of flour and mix well.
Heat oil in a pan and brown the beef until it has a good color.

Combine all ingredients in the instant pot: beef, sautéed veggies, beef stock, Guinness, Worcestershire sauce, thyme, and bay leaves.
Pressure cook for 45 minutes with a 15-minute natural release.
Prepare soda bread by mixing all-purpose flour, salt, and baking soda.
Add buttermilk and mix until a sticky dough forms.
Divide the dough into four pieces and shape them into rounds.
Score the tops and place on a baking sheet lined with parchment paper.
Bake in the oven for 30-35 minutes until golden and hollow-sounding when tapped.
Brush the tops of the bread with butter and cover with kitchen paper to steam.
Cut the tops off the baked soda bread and hollow out the insides to create bowls.
Ladle the stew into the bread bowls and serve.
