Rinse the canned beans.
Cook the beans with scallions, garlic, and vegetable oil for about 1 hour and 45 minutes until very soft.
Season beef neck bones with vinegar, lime juice, mustard, and olive oil, and marinate for 24 hours.
Transfer marinated meat to a pot and add 4 cups of water, then bring to a boil and cook until tender.
Prepare vegetables: peel and cut plantain, yam, and kabocha squash into small pieces.
Add the vegetables to the cooked meat and let them cook together.
Make dumplings using 1 cup of water and Goya adobo seasoning, knead the dough, and shape into balls.
Blend the cooked beans, leaving a cup aside for texture, and strain if desired.
Add 9 cups of water to the blended beans and transfer to a large pot.
Add the dumplings to the pot and bring to a boil.
Add carrots, red bell pepper, scotch bonnet pepper, fresh parsley, and fresh thyme to the pot.
After boiling, add the cooked meat and remaining vegetables, and season to taste.
