Combine glutinous rice flour, rice flour, sugar, and salt in a mixing bowl.
Add coconut milk, condensed milk, and water; mix until smooth.
Divide the mixture into three bowls.
Add pandan flavoring to the first bowl and mix well.
Add ube flavoring to the second bowl and mix well.
Prepare a steamer and line it with banana leaves or parchment paper.
Pour the first mixture into the steamer and steam until set.
Layer the second mixture over the first and steam again until set.
Finally, layer the third mixture on top and steam for an additional time until set.
Remove from the steamer and let cool before slicing.
Serve at room temperature or chilled.
