Slice the large onion and waxy potatoes using a mandolin.
Heat a skillet and add butter, then add the sliced onions and cook until softened.
Cut the beef short ribs into steaks and flatten them slightly.
Salt the beef pieces and add them to the skillet to brown on both sides.
Remove the browned beef and onions from the skillet and set aside.
Deglaze the skillet with beer and water, then add beef bouillon to create a broth.
Rub butter in a baking dish and layer the bottom with sliced potatoes.
Add a layer of the beef and onions, seasoning with salt and pepper.
Top with another layer of potatoes and pour the broth over the layers.
Bake in the oven at 200 Celsius (400 Fahrenheit) for about an hour and a half, checking to ensure it remains moist but not wet.
Serve the sailor steak with parsley as garnish.
