Preheat the oven to 350°F (175°C).
Prepare a baking sheet with parchment paper.
Chop the dates finely and set aside.
In a bowl, cream together butter and sugar until light and fluffy.
Add eggs and vanilla extract to the butter mixture and mix until combined.
In another bowl, whisk together flour, baking powder, salt, and cinnamon.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Fold in the chopped dates, nuts, and zests until evenly distributed.
Scoop tablespoon-sized portions of dough and roll into balls.
Place the dough balls on the prepared baking sheet, spacing them apart.
Using your thumb, make an indentation in the center of each ball.
Fill each indentation with a small amount of dark chocolate or a date filling.
Bake for 12-15 minutes, until lightly golden on the edges.
Remove from the oven and let cool on the baking sheet for 5 minutes before transferring to a wire rack.
Dust with powdered sugar before serving.
