Prepare the filling by combining grated coconut, water, sugar, evaporated milk, corn starch, vanilla, and nutmeg in a pot. Cook until thickened, then set aside.
For the crust, mix together the flour, baking powder, baking soda, and salt in a bowl.
In another bowl, cream the butter and sugar together until light and fluffy.
Add the egg and vanilla to the butter mixture and mix well.
Gradually add the dry ingredients to the wet mixture, mixing until combined.
Roll out the dough on a floured surface and cut into rectangles.
Place a spoonful of the coconut filling in the center of each rectangle.
Fold the dough over the filling and seal the edges.
Place the rolls on a baking sheet lined with parchment paper.
Bake at 350°F (175°C) for 15 to 20 minutes until golden brown.
Remove from the oven and let cool before serving.
