Heat 2 tablespoons of cooking oil in a pan over medium heat.
Add 1/2 teaspoon cumin seeds and fry until they change color slightly.
Add 1 finely chopped onion and fry lightly without changing its color.
Add finely chopped vegetables like 1 bell pepper, 1 tomato, and 1 small grated carrot, along with 2-3 finely chopped green chilies.
Mix and cook until the vegetables are slightly soft, ensuring they remain crunchy.
Add 1 teaspoon red chili powder, 1 teaspoon chaat masala, 1/2 teaspoon garam masala, and 1 teaspoon salt; mix well.
Add 100 grams of grated paneer and mix, cooking for an additional 2-3 minutes until the paneer is soft.
Remove the mixture from heat and let it cool in another bowl.
In a mixing bowl, combine 2 cups of all-purpose flour and 1/2 teaspoon salt, mixing well.
Gradually add 1 cup of water, mixing to form a batter that is neither too thick nor too thin.
Whisk the batter for 3-4 minutes until smooth and airy; do not let it rest.
Heat a non-stick pan on low to medium heat and lightly grease it with oil.
Pour some batter into the pan, spreading it into a circle.
Cook until the bottom is set, then flip it over to cook the other side.
Once cooked, place 2 tablespoons of the vegetable and paneer stuffing on one side of the batter circle and fold it over.
Press down gently to seal the edges and cook until crispy and golden on both sides.
