Blend green bell pepper, Scotch bonnet pepper, ginger, scallion, garlic, and fresh parsley with 1/4 cup of water until smooth; pour into a bowl and set aside.
Scoop about 1/2 cup of the green marinade onto the beef; add 1 teaspoon of anise powder, some rosemary, 1 tablespoon of beef bouillon, and 1/2 teaspoon of salt; mix and steam for about 5 minutes.
Mix the stir fry sauce: combine 1/4 cup of soy sauce, 1/4 cup of dark soy sauce, 1/4 cup of oyster sauce, 3 tablespoons of honey, 2 tablespoons of cornstarch, 1/2 cup of water, and 1/2 teaspoon of sesame oil; add some spring onions and set aside.
Check the beef, mix, cover, and steam for 5 more minutes; then remove from heat and set aside.
In a pot, heat about 1/2 cup of vegetable oil until hot; add the beef and fry for about 5 to 7 minutes until browned, stirring periodically; remove from oil and set aside.
In the same oil, add 2 tablespoons of curry powder and fry for about 30 seconds to release flavors; add 1 small chopped onion and fry for about 3 minutes.
Add about 1/2 cup of the green marinade and fry for about 5 minutes; then add 7 cups of Yasmine rice and toast for about 5 minutes, stirring periodically.
Pour in the beef stock and 7 cups of water; add 1 tablespoon of salt and mix; cover and cook until the rice absorbs the water.
Mix the rice with a wooden spoon, creating wells to help cook faster; cover with parchment paper and cook on low medium heat for about 10 minutes.
After 10 to 12 minutes, check the rice; if cooked, mix in the beef, green peas, and green onions; cover and cook for 5 more minutes on low medium heat.
In a pot, heat 1/4 cup of oil until hot; add one large sliced onion and stir for about 3 minutes.
Add 1/2 cup of the green marinade and fry for about 5 minutes; then add carrots and celery, mixing well and cooking for 2 to 3 minutes.
Add broccoli and bell peppers; stir and cook for about 5 minutes.
Add the stir fry sauce, rinsing the bowl with 1/4 cup of water; cook for about 5 to 7 minutes until the sauce thickens and sticks to the vegetables; garnish with green onions.
