Add a couple tablespoons of cornstarch to the chicken breast.
Pour in some neutral cooking oil and shaoxing wine.
Add white pepper and a little bit of salt to the chicken and mix it all together.
This process is called velveting the chicken to lock in moisture and tenderize the meat.
For the homemade stir-fry sauce, combine brown sugar, soy sauce, shaoxing wine, chicken stock, chinese black vinegar, and corn starch in a bowl.
Add sesame oil to the sauce mixture and stir it all up, then set it aside.
In a wok, boil water with a little salt and add raw broccoli to cook for no more than five minutes.
Shock the broccoli in ice cold water to lock in the bright green color and keep it crunchy.
Heat about a tablespoon or two of neutral cooking oil in the wok and add the chicken breast, spreading it out in an even layer.
Cook the chicken without overcooking it, as it will finish cooking when the sauce and veggies are added.
Remove the chicken from the wok and optionally clean it out.
Add minced garlic, ginger, scallion, and dried hot chilies to the wok and fry for about a minute until fragrant.
Add red and orange bell peppers and red onion to the wok, seasoning with salt and white pepper, and stir-fry for a couple of minutes.
Add the blanched broccoli to the wok and stir it in with the other veggies.
Add the partially cooked chicken back into the wok along with the stir-fry sauce, stirring to combine.
Let everything cook in the wok for about a minute to allow flavors to marry and sauce to thicken.
Add sesame seeds on top for extra crunch before serving.
