Peel and dice 4-5 potatoes.
Brown 1 pound of ground beef in a skillet and drain off excess grease.
Chop and add 1 onion, 3-4 carrots, and 3-4 cloves of garlic to the beef.
Add 1 cup of peas and 1 cup of low-sodium beef broth; cover and bring to a boil, then simmer for 15 minutes.
Drain the meat and vegetable mixture, reserving the beef broth.
In a saucepan, sauté the drained onions in 1/4 cup of butter until translucent.
Stir in 1/3 cup of all-purpose flour, then gradually add 1.5 cups of reserved beef broth and 1/2 cup of milk, stirring until thickened.
Season with salt, black pepper, thyme, and allspice.
Combine the meat and vegetable mixture with the gravy and place in a pie crust.
Prepare mashed potatoes with 3 tablespoons of butter, Miracle Whip, and 1/4 cup of Parmesan cheese, then mash until smooth.
Spread the mashed potatoes over the meat mixture in the pie crust, creating slits for steam.
Preheat the oven to 425°F and bake for 30 minutes until golden brown.
