Marinate the beef with salt, baking soda, Chinese cooking wine, ground white pepper, dark soy sauce, cornstarch, cooking oil, minced garlic, diced white part of the scallions, and minced ginger for at least 30 minutes.

Rinse the jasmine rice until the water runs clear, then soak it in water for at least 30 minutes before draining.
