Mix all-purpose flour, cocoa powder, sugar, and salt in a bowl.

Add melted ghee and mix until crumbly.

Gradually add water to form a smooth dough; cover and rest for 30 minutes.

Roll out the dough into thin circles on a floured surface.

Melt chocolate in a double boiler until smooth.

Spoon a small amount of melted chocolate onto the center of each circle.

Fold the dough over to create a triangle, sealing the edges with water.

Heat oil in a deep pan over medium heat until hot.

Fry the samosas until golden brown, about 3-4 minutes per side.

Remove and drain on paper towels.

Dust with powdered sugar if desired before serving.
