Prepare the pastry dough by mixing flour, cold butter, salt, garlic powder, and cold water until it forms a ball; refrigerate for at least 30 minutes.
Chop the onion, garlic, bell pepper, and carrot into small pieces.
Heat oil in a pot over medium-high heat; add garlic and sauté until golden.
Add chopped onion and cook until soft, then add bell pepper and carrot; cook until tender.
Add 100 milliliters of whisky or brandy, 1/2 teaspoon paprika, and 1/2 teaspoon meat sauce; stir well.
Add 100 milliliters of crushed tomato and season with salt and black pepper; mix well.
Add ground pork and cover with water; bring to a boil and cook for 15-20 minutes until meat is tender.
Once cooked, reduce the liquid until almost dry and set aside to cool.
Roll out the pastry dough to about 3 millimeters thick; cut a circle for the base and strips for the sides of a 18 cm mold.
Fill the pastry with the meat mixture, pressing down to pack it tightly.
Cover with remaining pastry, seal the edges, and decorate if desired.
Prick the top with a fork and brush with beaten egg before baking.
Preheat the oven to 180 degrees Celsius (355 degrees Fahrenheit) and bake until golden brown.
