1

Soak salted codfish in water overnight to remove excess salt.

2

Drain and rinse the salted codfish, then boil in fresh water until tender, about 10-15 minutes.

3

Flake the cooked salted codfish into small pieces, removing any bones.

4

In a bowl, mix 2 1/2 - 3 cups of all-purpose flour, 1 tbsp baking powder, and 2 tsp black pepper together.

5

Add flaked salted codfish, chopped onions, garlic, finely chopped parsley, marjoram, thyme, and chives to the dry ingredients.

6

Stir in 1-1 1/2 cups of water gradually until a thick batter forms, then add a small piece of hot pepper and 1 tsp salt to taste.

7

Heat vegetable oil in a deep skillet over medium heat until shimmering.

8

Drop spoonfuls of the batter into the hot oil, frying until golden brown, about 3-4 minutes per side.
