Heat 3 tablespoons of vegetable oil in a pot over medium heat.

Add 6 pieces of thinly cut eye of round beef to the heated oil and brown on one side.

Lower the heat and brown the beef evenly on both sides.

Add 2 diced medium onions, 2 diced medium carrots, and 3 chopped garlic cloves to the beef.

Stir the vegetables around on top of the beef.

Add salt and black pepper to taste, stirring it into the vegetables.

Place 2 bay leaves on top of the mixture without crushing them.

Add 1.5 cups of water to the pot and cover it with a lid, cooking at medium heat for 35 to 40 minutes.

Check the meat for doneness midway through cooking.

Remove the bay leaves before adding the sour cream sauce.

Mix 1 cup of sour cream, 4 tablespoons of milk, and 1 tablespoon of flour until smooth.

Once the beef is cooked, add the sour cream mixture to the pot and bring it to a quick boil.
