Prepare the dough by mixing all-purpose flour, salt, and oil in a bowl.
Add water gradually and knead until smooth; cover and let rest for 30 minutes.
Boil potatoes until tender, then peel and mash them in a bowl.
Heat oil in a pan and add cumin seeds until fragrant, about 1 minute.
Add chopped ginger, green chilies, and sauté for 2-3 minutes.
Stir in mashed potatoes, green peas, coriander powder, garam masala, and lemon juice; mix well and cook for 5 minutes.
Remove from heat and stir in chopped cilantro; let the filling cool.
Divide dough into small balls and roll each into a thin circle.
Cut each circle in half to form a semi-circle, then shape into a cone.
Fill each cone with the potato mixture and seal the edges with water.
Heat oil in a deep pan over medium heat until shimmering.
Fry the samosa wraps in batches until golden brown, about 4-5 minutes per side.
Remove and drain on paper towels; serve with chutney.
