1

Add 3 cups of all-purpose flour to a bowl.

2

Mix in 1 teaspoon of dry parsley, 1/2 teaspoon of cayenne powder, 1/2 teaspoon of paprika powder, and 1 teaspoon of salt.

3

Gradually add warm water and mix with a spatula until a dough forms; then knead with hands for about 2 minutes until firm and not sticky.

4

Cover the bowl with a kitchen towel and let it rest for about 5 minutes.

5

Knead the dough again for about 2 minutes on a floured surface until soft.

6

Cut the dough into 8-9 equal pieces and roll them into balls.

7

Line the dough balls on a floured plate and cover them to prevent drying.

8

Roll each ball into a disc about 10 centimeters in diameter.

9

Layer the rolled dough with vegetable oil and flour to separate them after cooking.

10

Cook the wrappers in a pan on low heat for 2-3 minutes, turning until done.

11

Shape the cooked wrappers into nice rounds by cutting out unwanted parts.

12

Quarter the wrappers using a ruler.

13

In a pan, heat vegetable oil and add 500 grams of minced beef; cook for at least 8 minutes until the water runs dry.

14

Add 1 teaspoon each of garam masala, coriander powder, cumin powder, and salt; mix for about a minute.

15

Add chopped red and white onions and mix for 1-2 minutes.

16

Add freshly chopped coriander leaves and chopped green onions; mix and let cool.

17

Make a paste with all-purpose flour and water for sealing the wrappers.

18

Fold the wrappers to form pockets, apply the paste to seal, and fill with beef filling.
