Preheat the oven to 350°F (175°C).
In a bowl, mix coconut and plain flour and keep aside.
In a separate bowl, add sugar and butter; beat until combined.
Add eggs one at a time, beating until combined after each addition.
Add sweetened condensed milk and vanilla essence; beat until mixed.
Add the coconut and flour mixture and beat until combined.
Transfer the batter into small to medium cupcake liners.
Place the tray in the middle rack of the oven and bake for 12 minutes.
