Add ground beef and cook until browned, about 6-8 minutes.
Sprinkle paprika over the beef and stir to coat evenly.
Pour in water and bring the mixture to a boil.
Add chopped tomatoes, bay leaves, and black pepper; reduce heat to low.
Cover and simmer for 1 hour, stirring occasionally.
Add chopped cabbage, carrots, and potatoes to the pot.
Season with salt and vinegar; stir well.
Continue to simmer for another 30-40 minutes until vegetables are tender.
Remove bay leaves and stir in chopped parsley before serving.
