Mix in cumin, coriander, harissa, salt, and black pepper; stir well.
Pour in enough water to cover the ingredients; add bay leaves.
Bring to a boil, then reduce heat to low and simmer for 1-1.5 hours until beef is tender.
Add chickpeas and cook for an additional 15 minutes.
Adjust seasoning with salt and pepper to taste.
Stir in chopped parsley before serving.
Serve hot with lemon wedges on the side.
