Add cabbage and bean sprouts; stir-fry until vegetables are tender, about 3-4 minutes.
Stir in softened rice noodles, soy sauce, fish sauce, sugar, and black pepper; toss to combine.
Cook for an additional 3-4 minutes until noodles are heated through.
Sprinkle with chili flakes and chopped green onions before serving.
