Preheat the oven to 375°F (190°C).
Slice the tops off the bell peppers and remove the seeds.
In a skillet, heat olive oil over medium heat and sauté chopped onion and garlic until translucent.
Add ground beef to the skillet and cook until browned, breaking it apart with a spoon.
Stir in cooked rice, tomato paste, chopped parsley, cumin, paprika, salt, and black pepper until well combined.
Fill each bell pepper ring with the beef and rice mixture, packing it tightly.
Place the stuffed pepper rings in a baking dish and add water to the bottom of the dish.
Cover the dish with foil and bake for 30 minutes.
Remove the foil, sprinkle cheese on top of the peppers, and bake for an additional 10-15 minutes until cheese is melted and bubbly.
Let cool slightly before serving.
