Iōk in Ground Beef Stew

Heat olive oil in a large pot over medium heat until shimmering.
Add chopped onion and minced garlic; sauté until softened, about 3-4 minutes.
Add ground beef; cook until browned, breaking it apart with a spoon, about 5-7 minutes.
Stir in diced carrots, potatoes, and bell pepper; cook for 3-4 minutes.
Add tomato paste; stir to combine and cook for 2 minutes.
Pour in beef broth and water; add soy sauce, black pepper, bay leaves, and thyme.
Bring to a boil, then reduce heat to low; cover and simmer for 30-40 minutes.
Stir occasionally, adding more water if the stew becomes too thick.
Taste and adjust seasoning with salt and pepper as needed.
Remove bay leaves before serving.
