Heat milk in a saucepan until warm, about 110°F.
Dissolve yeast in warm milk and let sit for 5 minutes until frothy.
In a large bowl, combine flour, sugar, salt, cinnamon, and nutmeg.
Add melted butter, eggs, and the yeast mixture to the dry ingredients.
Mix until a soft dough forms, then knead on a floured surface for 5-7 minutes.
Place dough in a greased bowl, cover, and let rise in a warm place until doubled, about 1 hour.
Preheat oven to 375°F and line a baking sheet with parchment paper.
Roll out the dough on a floured surface into a rectangle.
Spread blueberries evenly over the dough, leaving a border around the edges.
Sprinkle lemon zest and vanilla extract over the blueberries.
Roll the dough tightly into a log and slice into 12 equal pieces.
Place the slices cut-side up on the prepared baking sheet.
Cover and let rise for another 30 minutes.
Bake in preheated oven until golden brown, about 15-20 minutes.
Remove from oven and let cool slightly before dusting with powdered sugar.
