Prepare the dough by mixing flour, salt, and melted butter until crumbly.
Add water gradually and knead until smooth; cover and let rest for 30 minutes.
Heat olive oil in a skillet over medium heat and sauté onions until translucent.
Add ground beef, cooking until browned; drain excess fat.
Stir in chopped bell peppers, carrot, garlic powder, potatoes, black pepper, maggi cube, and onga cube; cook for 5-7 minutes.
Remove from heat and let filling cool.
Roll out dough on a floured surface to about 1/8 inch thick.
Cut dough into circles using a cutter or bowl.
Place a spoonful of filling in the center of each circle.
Fold dough over to create a half-moon shape; seal edges by pressing with a fork.
Heat olive oil in a deep pan over medium-high heat until hot.
Fry the pies in batches until golden brown, about 3-4 minutes per side.
Remove from oil and drain on paper towels; serve warm.
