Prepare the beef by slicing it thinly against the grain.
Marinate the beef with soy sauce, garlic, ginger, and lime juice for at least 30 minutes.
Heat vegetable oil in a skillet over medium heat until shimmering.
Sauté onions and bell peppers until softened, about 5 minutes.
Add carrots and cook for another 2-3 minutes until tender.
Stir in coriander, cumin, and paprika, cooking for 1 minute until fragrant.
Remove the vegetable mixture from the skillet and set aside.
In the same skillet, cook the marinated beef until browned and cooked through, about 5-7 minutes.
Lay a tortilla wrap flat and place a portion of the beef and vegetable mixture in the center.
Roll the tortilla tightly around the filling, folding in the sides as you go.
Place the rolled ugaroll seam-side down in the skillet.
Cook the ugaroll on all sides until golden and crispy, about 2-3 minutes per side.
Remove from heat and let cool slightly before slicing.
Garnish with fresh cilantro before serving.
