Add 1/4 cup warm water (105-110°F) to a bowl with 2 teaspoons of active yeast and 1 teaspoon of sugar; stir and let sit for 10-15 minutes until bubbly.
In a mixing bowl, combine 500 grams of all-purpose flour and 1 teaspoon of salt.
Add the yeast mixture, 180 grams of yogurt, and 3/4 cup of room temperature milk to the flour; mix until a dough forms.
Add 2 tablespoons of oil to the dough mixture and continue mixing until a sticky dough ball forms.
Let the dough rest for 10 minutes covered with a damp towel.
Knead the dough on a floured surface for about 12 minutes until smooth and elastic, adding flour as needed to reduce stickiness.
Cover the dough and let it proof until doubled in size, about 30 minutes to 2 hours depending on the environment.
Divide the dough into 12 pieces, shape into balls, and let proof for another 10 minutes.
Roll out each ball into a rectangular shape, spreading minced garlic and chopped cilantro on top.
Heat a pan and place the naan on it; cook for about 1-2 minutes on each side until bubbles form and it is golden brown.
Brush the cooked naan with melted butter before serving.
