Chop carrots and cabbage finely, then add to the filling mixture and combine well.
Place a dumpling wrapper on a clean surface and spoon a small amount of filling into the center.
Moisten the edges of the wrapper with water, then fold in half and pinch to seal tightly.
Repeat the process until all filling is used.
Heat a steamer over boiling water and arrange the dumplings in a single layer inside the steamer basket.
Steam the dumplings for about 10-12 minutes until cooked through and translucent.
For pan-frying, heat oil in a skillet over medium heat, add the dumplings, and cook until the bottoms are golden brown, about 3-4 minutes.
Add a splash of water to the skillet and cover to steam for an additional 5 minutes.
Serve hot with a dipping sauce made from soy sauce and vinegar.
