Place 1 cup of cornstarch in a large bowl.
Toss 1 pound of flank steak in the cornstarch until coated evenly.
Pour 1 inch of oil into a wok and heat over high heat.
Test the oil with a beef strip; if it bubbles, it's ready.
Fry a quarter portion of the beef strips in the hot oil for about 3 minutes until crispy and golden.
Remove the beef and drain on paper towels; repeat with remaining beef.
To make the sauce, whisk together 4 tablespoons of soy sauce, 6 tablespoons of rice vinegar, 6 tablespoons of rice wine, 5 tablespoons of sugar, 1 tablespoon of sesame oil, and 1 tablespoon of red pepper flakes.
In another pan, add 2 tablespoons of oil, 2 tablespoons of julienned carrots, the white and middle part of 2 stalks of green onions, 1 tablespoon of minced ginger, and 3 cloves of garlic; cook until aromatic.
Introduce 1 tablespoon of cornstarch mixed with 2 tablespoons of water to thicken the sauce.
Add the fried beef back into the pan and mix everything thoroughly.
