Heat olive oil in a large pot over medium heat until shimmering.
Add chopped onions and garlic; sauté until translucent, about 3-4 minutes.
Stir in diced beef; brown on all sides, about 5-7 minutes.
Add diced tomatoes and red bell pepper; cook for another 3 minutes.
Sprinkle in cumin and paprika; stir to combine.
Pour in enough water to cover the meat; add bay leaves and season with salt and black pepper.
Bring to a boil, then reduce heat to low; cover and simmer for 1-1.5 hours until beef is tender.
Add chopped potatoes, carrots, and green peas; cook until vegetables are tender, about 20-25 minutes.
Mix cornstarch with a small amount of water to create a slurry; stir into the pot to thicken the sauce.
Cook for an additional 5 minutes, stirring gently.
Garnish with chopped parsley before serving.
