Place a medium plate on the surface and put a paper towel onto the plate.
Put a medium to large bowl on top of the plate and pour in ice; sprinkle salt onto the ice and mix to keep it firm.
Place a paper towel on top of the ice and put the cleaned and deveined shrimp bowl on top.
Season the shrimp with 1 teaspoon of salt and half to one teaspoon of black pepper; mix well and set aside.
Cut the stem ends off the onion, halve it, remove the skin, and slice it into medium thin slices; set aside.
Slice 5 large garlic cloves, or mince them if preferred; set aside.
Cut the green bell pepper, removing the ends, ribs, and seeds, then slice into medium thin strips; set aside.
Place the sliced peppers on a plate with a kitchen towel on top to let moisture come out.
Chop the flat-leaf parsley for garnish and hand-pick some for decoration; set aside.
In a large skillet, heat 2 tablespoons of olive oil over medium heat.
Add the sliced onions and sliced peppers; sauté for 2 minutes until still crisp and al dente, then remove and set aside.
In the same pan, add another 2 tablespoons of oil and turn the heat to high; add sliced garlic, red pepper flakes, and shrimp, sautéing for 2 minutes until shrimp are slightly golden.
Transfer the shrimp to the same plate as the veggies and set aside.
Reduce the heat to medium and pour in the marinara sauce, stirring and simmering for 2 to 4 minutes until heated through.
Add the shrimp, onion, and pepper mix into the sauce and cook for 2 more minutes.
Optionally, add 1 tablespoon of butter to the sauce and stir until melted for a silky texture.
Add the chopped parsley or basil to the sauce; mix well.
Plate the dish family style or individually, adding your favorite fixings.
