Soak 1 cup bulgur wheat in water for 30 minutes until softened.
Drain the bulgur and squeeze out excess water.
In a mixing bowl, combine 1 pound ground beef, the soaked bulgur, 1 finely chopped onion, 1/4 cup chopped parsley, 1/4 cup chopped mint, 1 teaspoon allspice, 1 teaspoon cinnamon, 1 teaspoon salt, and 1/2 teaspoon black pepper.
Knead the mixture for about 5 minutes until well combined.
Shape the mixture into elongated patties.
Preheat the grill to medium-high heat.
Brush the kofta patties with 2 tablespoons of olive oil to prevent sticking.
Place the kofta on the grill and cook for 10-12 minutes, turning occasionally, until browned and cooked through.
Remove the kofta from the grill and let rest for a few minutes before serving.
Serve the kofta with pita bread, sliced tomato, minced garlic, and yogurt.
Drizzle with 2 tablespoons of lemon juice before serving.
