Combine the sautéed mixture with the mashed potatoes and mix well; add lime juice and cilantro.
In a separate bowl, combine flour, baking powder, and salt; cut in butter until crumbly.
Gradually add water, mixing until a dough forms; knead briefly until smooth.
Divide the dough into equal portions and roll each into a circle about 1/4 inch thick.
Place a spoonful of the potato filling in the center of each circle.
Fold the dough over to create a half-moon shape; press edges to seal.
Heat vegetable oil in a deep pan over medium heat; fry each pie until golden brown, about 3-4 minutes per side.
Remove from oil and drain on paper towels; serve hot.
